Both ISO14001 Standard and ISO9001 Standard are a management teaching book which shows essence of business management very simply. I believe they are, in particular, the best management instruction book for smaller size companies. Japanese manufacturing companies have been struggling these years in attempting to change their business steering under an unprecedented depression. They also have to correspond to the rise of BRICS countries on the wave of worldwide changes caused by business globalization. I am sure that the ISO management system provides them with powerful management tools needed for them to survive. It appears that there have been not a few number of top management who feel a certain mental resistance to the ISO management system. The main reason seems to be represented by the words “Troublesome requirement for the additional documented procedures ” and “ Potential internal resistance to the documentation requirement ”. Another reason may be that the ISO reputation is unsatisfactory which was given by the fellow companies who had already introduced the ISO. Many smaller size companies have been struggling with thick files of ISO documents. What has brought this situations ? The ISO management system unsuitable for the company’s height has been operated in many companies as instructed by a consultant who had the ISO experiences with a large enterprise. However, it is rash that you think the consultant is wholly responsible for the unsuitable ISO management system; the half of the responsibility should be born by the company itself, who could not recognize the unsuitableness and did not assert the system suitable for their company. Why many companies could not assert their intention to their consultant ? The reason is the top management did not recognize that the ISO management system is an effective tool for innovation. The average knowledge of the top management on the system ; the Environment ISO would require extra investments for prevention of environmental pollution with a little business advantage accompanied , while the Quality ISO would be tools for only specialists of the quality department. It goes without saying that the ISO system in such a company would be lacking in management view points. The ISO Standard definitely mentions in its Introduction that “The adoption of the management system should be a strategic decision of an organization.” Under current difficult business environment that we may encounter once in a century, management emphasis should be placed on establishment of innovation strategy in order to correspond to changes. The ISO management system which has been elaborately worked out by brains gathered from more than one hundred countries, is designed to provide organization with tools useful for establishing such a strategy. This refined system is a management tool which is essential for a company to continually change and progress overcoming angry waves of the globalization. I would like to suggest that introduction of the ISO management system which top management focuses on “Determination of explicit strategic management policy for business innovation” , which is essential for the success of “Height Fitting ISO with Top Commitment”. I hope that many companies will become active and prosperous again. through business reform with the ISO management system.
