The leadership knowledge of reform policy and implementation strategies permit control and direction for successes. Grounded in that enhances leadership communication of the reform, its development of implementation communication [IC] plan. IC is developed from the properties of implementation - understanding, will, capacity building. Through that the reform contents and methods are then enshrined upon the individuals, groups and institution as a whole. Change agents are developed as a result. Leadership by example is demonstrable for subordinate emulation through such processes. Together, implementation communication teases out both the leader and subordinates and to a large extent the governed out of their comfort zones to better and higher performance zones of learning and panic respectively.
